This song (लहारों पे लहर उल्फत हैं जवाँ) is from the 1960 film Chhabili. It is composed by Snehal Bhatkar (1919 - 2007) and sung by Hemant Kumar. Mr. Bhatkar adopted his name after his youngest daughter, Snehali. He was born as Vasudev Gangaram Bhatkar in a Maharasthrian family. He was a well known singer of Bhajans and he scored music for 19 Hindi movies from 1947 to 1984. The famous actress of Hindi cinema Nutan, got a break as a singer in this movie. I consider this song  as one of the most melodious songs composed by Mr. Bhatkar.

This song is written by the last Mughal Emperor of India, Bahadur Shah Zafar. He was a serious poet and an accomplished ghazal writer. Later in life, his rule did not extend past the Red Fort and he was banished to Burma after the 1857 war of Independence. He is supposed to have sung this shayari in his durbar in self-pity and expressing his failure as a ruler. This song is from the 1960 film Laal Quila. It was sung by Mohammed Rafi, and the music is composed by S. N. Tripathi.
